VISA AND RESIDENCE PERMIT REGULATIONS
The visa can be obtained from the Croatian Embassy or Consulate before entering the country. To get the student visa you need to present the letter of acceptance from the University.
When arriving in Croatia please ask the border custom officer to stamp it.
In case you do not enter Croatia with a student visa (even if you don't need one for Croatia as a tourist) you cannot apply for a residence permit which entitles you to stay in Croatia for a longer period of time.
REGULATIONS FOR OBTAINING THE RESIDENCE PERMIT FOR FOREIGN STUDENTS:
According to the article 36 clause 6 of the Law for Foreigners ( no. 109/03), every foreign student should submit the following documents to the Ministry of the Interior, Department for Citizenship, Foreigners' Status-Issues and Asylum:
-Evidence that the student is enrolled as a full-time student at the university
- Consent of a foreign university that the student training may be pursued abroad, Croatia included
- Valid contract
- Precisely defined program of a graduate study and its duration
- Consent of the university in Croatia for admission of a foreign student
Apart from this, according to the articles 4 and 5 of the Code of the Foreigners' Status in Croatia, a form 1a - request for a temporary residence permit- should also be submitted together with: 2photos 3x3,5 cm, a photocopy of your valid passport, a birth certificate, a proof of your financial credibility, a proof of your accommodation and health insurance in Croatia, and the certificate of the registration of your residence.
The students, who need a visa for entry in Croatia, should submit the request to a diplomatic mission, i.e. to their embassy in Croatia, while the students who do not need a visa, may submit their requests in the police station.
Students who already have the temporary residence permit and need to prolong it have to submit the request for prolongation one month before the expiry date of the permit at the latest.

HEALTH INSURANCE
All students must have a health insurance during their stay in Croatia. Many students prefer medical insurance from their home country, in which case treatment must be paid for at the time services are rendered with the insurance company reimbursing later. In case of an accident or surgery, such out-of-pocket costs can be high. Croatia has a social security agreement with the European Union which provides residents who are (and will remain) insured in those countries to have access to the same range of services in the Croatian health system.
Those without health insurance will need to purchase it from the Croatian Health Insurance Institute (Hrvatski zavod za zdravstveno osiguranje), which costs approximately. 65 euro per month and is payable in local currency (Croatian kuna). Medical care is provided by Croatian physicians, and you will be entitled to every kind of health service available, just as any Croatian citizen.
